Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: positive announcements are issued from multiple capitals. Significant resources is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The 28-point plan from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its favour.
Current Realities
Objectively, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
